when should i switch my green spotted puffer to brackish water?

i recently got a green spotted puffer… and i read that they are a lot happier in brackish of marine water (mines in fresh water for now). I also read that they should be switched to brackish when they are 2-3 inches big. so i was just wondering how is this done? when should it be done? what salt is best? will my filter suck up the salt? does the water have to have had stress coat or something to remove clorine before putting salt in? Magnum filters is it Marine or Freshwater?

I got a fish tank from someone on craigslist and I’m not familar with this kind of pump, I’m used to the Biowheel style, I pretty sure it’s a fresh water filter, but I thought I read somewhere online that it can be used for Marine tanks too, I was wondering if any of you have this pump and can tell me what to look for in the pump to determine if it was used as a freshwater or marine pump…. ( the previous owner recieved it from a friend and didn’t know)….

I have a fresh water tank but now i want to set up a sea water/salt water/ marine tank. I inquired and came to know that initial equipments will cost will start from 25000 INR . below are my queries

1) Do we really require all these filters ? Can’t we manually add the required salts ?
2) Which are good marine tank shops in & around delhi .
3)What things we need to take care while setting up marine tank .
